5月2日,青島城管在全省率先啟用AI智能眼鏡裝備,將人工智慧技術深度融入一線執法工作,實現占道經營等城市管理問題的即時識別、自動取證與智慧處置,推動城市管理模式從傳統「人海巡查」向高效「智慧治理」全面轉型。
據了解,這款AI智能眼鏡外型輕便,整合高畫質攝影機與智慧感知模組,能以秒級速度辨識占道經營、垃圾箱滿溢、違規廣告等32類常見市容問題,自動完成抓拍留證、資料歸集,並透過城市運作管理服務平台快速流轉處置,有效破解傳統巡查中取證難、效率低、資料分散的痛點。同時,其智慧研判功能可精準核查戶外廣告的字體、外觀及安全狀況,及時發現違規設置行為,進一步強化市容環境監管力度。
在市容環衛責任區管理方面,AI智慧眼鏡可自動比對沿街店家資訊,一旦發現問題,便會自動向相關商戶發送整改提醒簡訊,待商戶整改完成後,AI系統會自動核查驗收、辦結銷號,實現問題「早發現、早提醒、早整改、早銷號」,推動城市管理從被動應對轉向主動防控。

此外,依託平台大數據支撐,AI智慧眼鏡還具備法規智慧推薦功能,能依據同類案件歷史資料為執法人員提供精準執法依據,既規範了執法流程,又提升了執法的專業性與公信力,助力打造公平高效的法治化營商環境。
據悉,此次AI智慧眼鏡試點應用,是青島落實城市管理「人工智慧+」三年行動計畫的重要舉措。下一步,青島將加快推進無人巡檢車、AI智慧眼鏡等智慧裝備的規模化、常態化應用,持續提升城市治理現代化水準。

On May 2, Qingdao’s urban management department took the lead in its province by deploying AI smart glasses, deeply integrating artificial intelligence into frontline law enforcement. The technology enables real-time identification, automatic evidence collection, and smart handling of urban management issues such as street occupancy, driving the transformation from traditional “manpower-based patrolling” to efficient “smart governance.”
The lightweight AI smart glasses integrate high-definition cameras and intelligent sensing modules, capable of identifying 32 common cityscape issues—including illegal street vending, overflowing trash bins, and unauthorized advertisements—within seconds. They automatically capture evidence, aggregate data, and rapidly route tasks through the city’s operation management service platform, effectively solving pain points such as difficult evidence collection, low efficiency, and scattered data in traditional inspections. Their intelligent analysis function also precisely checks the font, appearance, and safety status of outdoor advertisements, promptly detecting violations and strengthening environmental supervision.
In managing sanitation responsibility zones, the glasses automatically match shop information. When an issue is detected, the system sends a rectification reminder via text message to the relevant merchant. After the merchant completes the correction, the AI automatically verifies and closes the case, achieving “early detection, early reminder, early rectification, early closure,” shifting urban management from reactive response to proactive prevention.
Leveraging platform big data, the AI smart glasses also offer intelligent regulation recommendations, providing accurate legal references for law enforcement officers based on historical data from similar cases. This not only standardizes enforcement procedures but also enhances professionalism and credibility, helping create a fair and efficient legalized business environment.
This pilot application is a key measure in Qingdao’s three-year action plan for “AI +” urban management. Next, Qingdao will accelerate the large-scale, regular use of smart equipment such as autonomous inspection vehicles and AI smart glasses, continuously improving the modernization level of urban governance.
